What the caucus is pushing — and why now
The Green Party Arab & Muslim Caucus says invoking UNGA 377(V) is the most realistic route to immediate protection for civilians and accountability after nearly two years of mass death and starvation in Gaza. Their proposal (now before Green Party leadership) explicitly urges three tracks at the GA:
- Dispatch a UN protection force to safeguard civilians and guarantee aid delivery;
- Impose comprehensive sanctions and an arms embargo;
- Suspend Israel’s credentials at the General Assembly until it complies with international law.
The legal basis exists. The precedent: when the GA acted anyway
“Uniting for Peace” is not new. Adopted 3 Nov 1950, it was designed for moments when a P5 veto paralyzes the Security Council. The GA has used it more than ten times, most famously to authorize the First UN Emergency Force (UNEF) during the Suez Crisis (1956) — a deployment that compelled withdrawal by invading forces. The GA has already passed multiple resolutions on Gaza since Oct. 2023, including the 10th Emergency Special Session texts demanding an immediate ceasefire and unhindered humanitarian access, reflecting overwhelming global support.
